主旨：國科會與菲律賓科技部DOST共同徵求2026年度雙邊協議國際合作研究計畫，自即日起受理申請至115年3月23日(校內截止收件)。

說明：
一、本計畫徵求領域包含人工智慧、量子計算、循環經濟、智慧農業、生物製藥、海洋碳循環，計畫執行期程至多3年。
二、本年度計畫申請採兩階段作業，說明如下：
(一)第一階段僅由DOST受理，由菲方計畫主持人至DOST提交申請，相關作業規定依DOST公告為準。
(二)第二階段由國科會及DOST分別受理，國科會將於接獲DOST提供通過第一階段之我國計畫主持人名單後，另行通知我國計畫主持人向國科會研提完整計畫書，開放收件時間約於2026年4月下旬至6月中旬間。

Subject: The National Science Council (NSTC) and the Department of Science and Technology (DOST) of the Philippines are jointly soliciting applications for international collaborative research projects under bilateral agreements for 2026. Applications will be accepted from now until March 23, 2026 (internal deadline for submissions).

Notes:
I. The research areas solicited include artificial intelligence, quantum computing, circular economy, smart agriculture, biopharmaceuticals, and marine carbon cycle. The project duration is a maximum of 3 years.

II. This year's application process will be conducted in two phases, as explained below:

(I) The first phase will be handled solely by DOST. Philippine project leaders will submit their applications to DOST. The relevant procedures are subject to DOST's announcement.

(II) The second phase will be handled separately by the National Science Council (NSTC) and DOST. After receiving the list of Taiwanese project leaders who have passed the first phase from DOST, the NSTC will separately notify the Taiwanese project leaders to submit complete project proposals to the NSTC. The application period will be from late April to mid-June 2026. III. The tentative implementation date is January 1, 2027.
