計畫摘要如下：

一、計畫目的：
因應國家科技政策與國際競爭趨勢，以補助學界方式，有效促成、培育校園技術團隊之新創事業，引領具前瞻能量之新創事業形成新興科技產業聚落，從而落實經濟部推動新興科技產業發展目標。

二、計畫範疇：
以經濟部職掌業務領域為計畫申請範圍，並排除曾接受國科會「新型態產學研鏈結計畫」、經濟部「產學研價值創造計畫」補助之同一主題申請。

三、計畫樣態簡介：
▲ 2.0計畫原有樣態：「促新創」樣態衍生高成長潛力新創公司，及「育新創」樣態強化新創公司體質。
▲ 3.0計畫新增樣態：與廠商合作: 衍生新部門或衍生子公司
(一)產學衍生新部門：
１、申請要件：大學校院聯合業者共同申請
２、補助金額及期程上限：1,500萬元∕2年（僅補助學校）
(二)產學衍生新創：
１、申請要件：大學校院聯合業者共同申請。
２、補助期程及金額上限：3,000萬元∕2年（僅補助學校）
(三)學校團隊創業型(促新創)：
１、申請要件：大學校院，申請時需檢附創投投資意向書
２、補助期程及金額上限：3,500萬元∕2年
(四)育新創：
１、申請要件：大學校院聯合成立5年內之學界衍生新創公司共同申請
２、補助金額及期程上限：2,000萬元∕1年

四、收件方式：以接受國科會「科研成果產業化平台」相關主導學校統一送件為原則，本校為成大聯盟學校將透過成大大南方科研產業化平台統一收件處理。

*聯盟審查前僅需繳提案初版簡報，其餘資料(含細部計畫書)可待通過平台聯盟審查後會通知繳交！
*請務必在115年05月04日(一) 中午12:00前繳交第一版BP，讓我們做後續輔導及協助團隊！
*曾經申請過「新型態產學研鏈結計畫」、「科研創業計劃-拔尖案」及經濟部「產學研價值創造計畫」補助之同一開發主題/新創公司 ，不得再申請價創3.0。

The 2026 Value Creation Project (116th cohort) promotional briefing is scheduled for April 21st (Taipei session) and April 24th (Tainan session). Details are attached.

Taipei Session:

Tainan Session:

Project summary is as follows:

I. Project Objectives: In response to national science and technology policies and international competitive trends, this project aims to effectively promote and cultivate startups by supporting academia, leading to the formation of emerging technology industry clusters from forward-looking startups, thereby fulfilling the Ministry of Economic Affairs' goal of promoting the development of emerging technology industries.

II. Project Scope: Applications are limited to areas under the Ministry of Economic Affairs' jurisdiction, excluding applications on the same topic that have previously received subsidies from the National Science Council's "New Type of Industry-Academia-Research Linkage Project" or the Ministry of Economic Affairs' "Industry-Academia-Research Value Creation Project."

III. Program Formats:

▲ Original Formats of Program 2.0: The "Promoting Innovation" format generates high-growth potential startups, and the "Incubating Innovation" format strengthens the foundation of startups.

▲ New Formats in Program 3.0: Collaboration with Manufacturers: Generating New Departments or Subsidiaries

(I) Industry-Academia Generated New Departments:

1. Application Requirements: Joint application by universities and colleges and industry partners.

2. Maximum Subsidy Amount and Duration: NT$15 million/2 years (Subsidy only for universities)

(II) Industry-Academia Generated Startups:

1. Application Requirements: Joint application by universities and colleges and industry partners.

2. Subsidy Period and Maximum Amount: NT$30 million/2 years (Schools only)

(III) School Team Entrepreneurship (Promoting Startups):

1. Application Requirements: Universities and colleges; a venture capital investment intention letter must be attached to the application.

2. Subsidy Period and Maximum Amount: NT$35 million/2 years

(IV) Incubating Startups:

1. Application Requirements: Joint applications from academic-derived startups established within the last 5 years by universities and colleges.

2. Subsidy Amount and Maximum Period: NT$20 million/1 year

IV. Submission Method: Submissions will be accepted from the leading schools of the National Science Council's "Research Achievements Commercialization Platform." As a member of the National Cheng Kung University (NCKU) alliance, our school will receive and process submissions through the NCKU Southern Research Commercialization Platform.

*Only a preliminary proposal summary is required before the alliance review. Other materials (including detailed plans) will be required after the platform alliance review is completed. *Please submit your first version of your business plan by 12:00 noon on May 4th, 2026 (Monday) so we can provide follow-up guidance and assistance to your team!

*Startups/companies that have previously applied for subsidies under the "New Type of Industry-Academia-Research Linkage Project," "Research and Entrepreneurship Program - Top Talent Project," and the Ministry of Economic Affairs' "Industry-Academia-Research Value Creation Project" are not eligible to apply for Value Creation 3.0.
