三、構想書經審查獲推薦者，將通知計畫主持人及執行機構提送完整計畫書。本計畫之執行期程預計自116年8月1日起至120年7月31日，採分年核定多年期方式辦理。

Subject: NSTC's 2027 "Precision Matter Manipulation: Decoding the Key Mechanisms of Net-Zero Carbon Emissions and Precision Health" proposal is open for applications from now until November 6, 2027 (internal submissions only).

2. Proposals should be submitted online through the NSTC "Special Research Project/(Proposal Category) Precision Matter Manipulation Project".

3. Successful applicants will be notified to submit a complete proposal to the project leader and implementing agency. The project is expected to run from August 1, 2027 to July 31, 2032, using a multi-year, phased approval process.
