主旨：
農業部公開徵求115至116年度「AI導入農漁畜智能模組研發與建構」工作執行團隊，詳如說明。
說明：
一、為推動智慧農業邁向精準化與模組化發展，本部於115至118年度透過相關綱要政策資源，推動AI智能模組於農業各領域之研發與應用，並於115至116年度由本部試驗改良場所提供之農漁畜產業影像及文本資料，優先布建「病蟲害判識模組」與「智慧栽培養殖模組」關鍵公版模組，期應用生成式AI及判別式AI等技術，逐步建構農業領域一站式服務平臺(如附件1)，加速數位科技導入農產業現場，提升產業應變力與經營效率。
二、本案採單一整合型研究計畫型式徵求，請提案單位擇定開發標的組別後籌組適當團隊，並由本部所屬單位提供之影像作為主要資料來源(附件2)，開發準確且具效能之測試模組，亦歡迎提供自有資料俾優化模型。本部將擇優錄取具備AI模組開發經驗(如影像辨識、向量技術應用)、跨域整合能力良好、具合作與互補性之國內大專校院(含系所中
心)團隊。
三、本案徵求期程自即日起至本(114)年10月24日(星期五)止，請依所附徵求格式(附件3)提出計畫書，計畫書內容以30頁為限，補充資料以附件呈現，不計入頁數，於期限前親送或郵寄紙本一式6份至農業AI專案小組，同步以電子郵件寄送電子檔給專案小組窗口。
四、另為評估提案團隊執行經驗，本案評選設置加分項目(詳附件4)，由本部於審查會議時提供測試材料，隨機擇取5張影像供提案團隊現場測試，俾利瞭解模型精準度及處理效率。
五、審查通過後，如提案團隊選擇之開發標的過度集中，農業部保留協調分配權力。另為確保模組、資料之資訊安全與後續維運效能，本案開發完成之AI模組資料需統一存放於農業部指定之國家高速網路與計算中心(國網中心)，產出之資料及衍生成果如演算法等，智慧財產權均歸屬本部所有，且應遵守數位發展部預告「促進資料創新利用發展條例」草案條文及未來立法通過後內容。
六、申請資料一經送件，無論審查通過或自行撤案與否，均不另行退還。本案提供之測試素材限用於本次徵案之模型評估與測試，申請單位應於測試結束後依規定刪除資料，不得擅自拷貝、轉發或公開流通。
七、農業部規劃於114年10月8日(星期三)辦理旨揭工作說明及交流會，相關簡報將儲存於雲端硬碟供參(檔案下載網址：https://reurl.cc/VWgL5Q)。

1. The Ministry of Agriculture is publicly soliciting execution teams for the Fiscal Years 115–116 Project on “Research and Development and Establishment of AI-Integrated Smart Modules for Agriculture, Fisheries, and Animal Husbandry”. The application period is open from now until Friday, October 24, 2025.

2. This call for proposals adopts the format of a single integrated research project. Proposing institutions shall select a target development category and assemble an appropriate team. Upon approval, if the proposed development targets are found to be overly concentrated, the Ministry of Agriculture reserves the right to coordinate and reallocate assignments. All AI module data developed under this project must be stored at the National Center for High-performance Computing (as designated by the Ministry of Agriculture), and all intellectual property rights shall be vested in the Ministry of Agriculture.

3. The Ministry of Agriculture plans to hold a project briefing and networking session on Wednesday, October 8, 2025. Relevant presentation materials are attached.
