The competition theme is "Dual-Axis Transformation, Green Growth", with four submission categories:
(1) Digital Empowerment
(2) Carbon Tech (Net-Zero Transition)
(3) Innovation Economy
(4) Balanced Development
Eligible participants are divided into "Government agencies and their personnel" and "Non-government personnel." Government participants may enter and submit proposals either on behalf of their agency or individually, while non-government participants must submit a clear proposal related to the event topics and form a team.
